Banned from discord server

So, someone broke into my discord account and send one of those scam links. Now i have a new account, but it turns out that i was IP Banned. Is there any way i can get unbanned?

Can you tell me the username (or userID) of the banned account so I can verify the ban reason on Discord?
And please tell me whether you've regained control of that account or not.
