No matter what timescale is set, every shadow in a scene, no matter its source or on anymap, will flicker from 20 seconds [0.5x] to 27 milliseconds [360x].
It was quite jarring to the user. We have tried every single graphical option, both within the game and through nVidia's control panel, somewhere north of 120 combinations over the span of 11 hours.
Does someone have an explanation or cause of this issue? We did not notice this in 1000 hrs of gameplay on a XBSX console and Switch, however, have not been able to make it through 30 minutes on PC before getting a headache.
We are fluent in German as well if that would help the conversation flow at all. We've stumbled upon a number of forum posts that sadly indicate that this will not be resolved satisfactorily. viewtopic.php?p=1031339#p1031339
Here are some examples of various timescales. https://imgur.com/a/Xm5onij
Any tips or suggestions before we refund this? cheers.

Re: Shadow tick[s]
This behavior is by design. The shadow light direction changes only every few seconds to reduce the flickering that would be very disturbing if it was changing every frame.
Theoretically you could change that with a script mod that overwrites the behavior, but I doubt that would make it look any better.

This behaviour also occurs on Xbox, on Erlengrat you will noticed it better because of the mountains blocking the sunlight on parts of the map
